Claus Juergen Casavan
Independent Consulting Partner

Claus Casavan is a Certified Hazardous Materials Manager (CHMM) with more than 44 years of emergency response and disaster management experience. During his active duty in the United States Air Force for over 27 years, he held positions as response team leader and Supervisor of Emergency Preparedness Programs at Air Force installations throughout the world and at Major Command level. He responded to natural disasters, radiological incidents (military and civilian) and numerous aircraft and mishaps and other emergency responses. He participated in the nuclear debris cleanup operations on Enewetak Atoll, Marshall Islands, from 1978 to 1979, as the Lead Field Radiation Support Technician. He was directly responsible for the radiation safety of personnel and of contaminated debris shipments.

For 5 years he was the Superintendent, Emergency Preparedness Inspections, within the Office of the Inspector General, Headquarters Strategic Air Command (SAC), evaluating the emergency response programs of over 40 SAC units and operation centers worldwide. He was the Command Superintendent, Emergency Preparedness Operations & Training, Directorate of the Deputy Chief of Staff, Operations, for his last four years of military service. He managed the command’s emergency management programs and served as a subject matter expert (SME) in the HQ SAC Command Center during crisis situations. Claus also managed the USAF Nuclear Accident Service Response Force (SRF), which is the Department of Defense response agent during nuclear incidents.

He joined EG&G, Inc., Rocky Flats’ Emergency Planning Department, Golden, Colorado, as the Senior Emergency Planner, Trainer V, Instructor/Developer, writing emergency preparedness plans, procedures, and response guidelines for high and moderate hazardous materials production and storage facilities under the Department of Energy (DOE). He was the SME in the plant emergency operations center or at the incident command post. He conducted training for plant management, employees, emergency response teams, and off-plant supporting organizations.

He then joined DynCorp of Colorado, Inc., Golden Colorado, a sub-contractor for EG&G, as the Radiological Assistance Program (RAP) Coordinator. Responsible to respond to incidents within DOE Region 6 (MT, UT, ID, WY and CO), he interfaced with DOE representatives and other emergency response groups/agencies (local, state, federal) within this region.

Claus carries numerous certifications, among them:

• Certified Hazardous Materials Manager (CHMM), the Institute for Hazardous Materials Management
• U.S. Department of Labor certified Occupational Safety and Health Administration (OSHA) General Industry Outreach Trainer
• Certified Instructor for all OSHA Hazardous Materials Courses, Confined Space Safety, Weapons of Mass Destruction Incident Command and Operations Courses, National Incident Management (NIMS), and HAZMAT handling in Transportation.
• Fire Instructor II by the National Board on Fire Service Professional Qualifications
• International Society of Fire Service Instructors certified HAZMAT Instructor.
• Certified Industrial Emergency Response Specialist by the Emergency Services Training Institute (ESTI), Texas Engineering Extension Service (TEEX), Texas A&M University System.

Claus joined the Industrial Sector HAZMAT instructional staff, ESTI, TEEX, the Texas A&M University System, in 1997. During his tenure he served as the Program Coordinator and developer for the Weapons of Mass Destruction (WMD) program from 1999 to 2000, and HAZMAT Program Coordinator and Training Specialist. He retired from TEEX in 2009 after 12 years of dedicated service.
