Ms. Anderson is a sales and marketing professional with more than 23 years experience in the telecommunications industry. She a Certified Marketing Professional and the owner of It’s All About You Boutique, a high-end ladies designer fashion boutique located in Kenner, Louisiana.

Ms. Anderson has received numerous awards for outstanding sales achievements and has been recognized by her piers for superior leadership, marketing, and organizational skills. As a sales and marketing professional, Ms. Anderson directs marketing and advertising; provides supervision for establishing, managing, and servicing accounts; and oversees responsibilities of the office manager and sales staff for PetroSafe Technologies, Inc. Carl W. Anderson, CFPS
President and CEO
Carl W. Anderson is the Senior Consulting Partner and the President and CEO for PetroSafe Technologies, Inc. He is a Certified Fire Protection Specialist and a petroleum industry safety, fire protection, emergency response and disaster management professional with more than 38 years of experience. Mr. Anderson began his career at the Citgo Refinery in Lake Charles, LA in 1968 where he advanced through the job ranks to become the Manager of Safety and Fire Protection for seven years prior to his departure in 1985. Before joining PetroSafe, Mr. Anderson served for fourteen years as the Corporate level Fire Operations Manager and Fire Chief for the U.S. Department of Energy's Strategic Petroleum Reserve facilities.

Mr. Anderson has been actively involved in the NFPA standards process and has served as a voting member of the NFPA Committee on Loss Prevention Procedures and Practices; responsible for writing the 1992, 1996, and 2000 editions of NFPA 600, Standard for Industrial Fire Brigades, and NFPA 601, Standard on Security Services in Fire Loss Prevention. As a professional and recognized leader in industrial fire fighting, training, incident command, and disaster management, he has written several papers and often serves as a featured speaker at professional conferences and expositions throughout the United States. He is Conference Chairman and a Certified “Master Instructor” with more than 25 years of service at the Texas A&M University Industrial Fire Training School. He has three years of service as an instructor for the Louisiana State University Industrial Fire Chief’s School. He has also served a principle member of the Oklahoma State University, International Fire Service Training Association, Industrial Validation Committee, responsible for approving the curriculum package and writing the industrial training manual, Incipient Level Fire Brigades.  More recently and since 2002, Mr. Anderson has also been working with Texas A&M University as an Adjunct Instructor in the Weapons of Mass Destruction – Incident Management program sponsored by the DHS. Patricia L. Devonshire is the President and CEO of an independent safety, fire protection and emergency response consulting firm based in Colleyville, Texas. She is a Certified Safety Professional in Comprehensive Practice by two-part examination and an independent consulting partner working with PetroSafe Technologies, Inc.  Ms. Devonshire has 20 years of plant level experience managing and implementing Safety, Contractor Safety, Fire Protection, Emergency Response, and Occupational Health programs in the Chemical, Refining, High Tech, Research, and Aerospace industries.

Ms. Devonshire holds Bachelor of Science degrees from Oklahoma State University in Safety and Fire Protection Engineering Technology and Business Administration. She is a Certified “Senior Instructor” on the fire ground with the Texas A&M Industrial Fire School and Lamar University and an authorized Instructor for the OSHA Outreach Program for General Industry and Construction. She has been involved in developing and delivering many Health, Safety, Fire Protection, and Emergency Response training programs that meet regulatory standards requirements. She served as a member of the Oklahoma State University Advisory Board to the School of Safety and Fire Protection Engineering Technology for 16 years.  Ms.  is a member of ASSE and NFPA, currently serving as the Vice President of the Ft. William O. (Bill) Green

William O. (Bill) Green is a retired industrial safety, fire protection, and emergency response professional with more than 37 years of experience.  He is an active volunteer fire fighter in Dear Park Texas and also serves as an independent consulting partner working with PetroSafe Technologies, Inc. Mr. Green began his career with Shell Chemical in 1969 where he served as a Senior Safety Specialist until 1986.  In 1986, he joined the Dupont Company where he served as a Line Supervisor, Senior Safety Specialist and Fire Chief for nearly eighteen years prior to his retirement in 2004. 

Mr. Green is a recognized leader in industrial safety, fire fighting, and emergency response.  He developed and revised numerous safety procedures and emergency response guidelines and served on corporate audit teams to certify Emergency Response and Process Safety Management programs at Dupont locations across the United States. Mr. Green holds several emergency response “Pro-Board” certifications and is Certified “Master Instructor” at the annual Texas A&M University Industrial Fire Training School.  He also currently works as an Adjunct Instructor for the Texas A&M Emergency Services Training Institude and also for the BEST Emergency Services training complex.

Mr. Green is an active volunteer fire fighter and he serves on the Executive Board of the Deer Park (Texas) Volunteer Fire Department (DPVFD).  He also serves as the DPVFD representative and liaison to the Channel Industries Mutual Aid organization, he is an Inspector in the Fire Marshal’s office, and he is receiving training and education required to become a Certified Fire Investigator.  In 2004, Mr. Green was selected Firefighter of the Year by the Deer Park Volunteer Fire Department and in this same year he was also selected Firefighter of the Year by the Deer Park American Legion. Harold S. (Butch) Naquin

Harold S. (Butch) Naquin is a retired industrial safety, fire protection, and emergency response professional with more than 39 years of experience. He is an active industrial fire training instructor and also serves as an independent consulting partner working with PetroSafe Technologies, Inc.  Mr. Naquin began his career with Citgo Petrochemical Operation in 1967 where he moved thought the job ranks to become a Safety-Fire Supervisor for five years prior to his departure in 1982.  In the following years and prior to his retirement in 2003 he served as a Fire Protection Specialist for the U.S. Department of Entergy Strategic Petroleum Reserve facilities.

Mr. Naquin is a recognized leader in industrial safety, fire fighting, and emergency response.  Over the years, Mr. Naquin has served on corporate fire protection program audit teams and has been responsible for the development, maintenance and oversight of numerous fire-safety and emergency response procedures. Mr. Naquin holds several fire service “Pro-Board” certifications.  In addition, he is Certified Associate Instructor by the Texas Commission on Fire Protection and a Certified “Senior Instructor” for the annual Texas A&M University Industrial Fire Training School.   He also currently works as an Adjunct Instructor for the Texas A&M Emergency Services Training Institude and also for the BEST Emergency Services training complex. Russell Ritchie is the president and CEO of a independently owned fire equipment sales and service company located south of Baton Rouge, Louisiana. Mr. Ritchie is a Registered Professional Engineer in the state of Louisiana and an independent consulting partner with PetroSafe Technologies, Inc. He is a fire systems design specialist with more than 8 years experience in the sales and service of fire protection systems and equipment.

Tom Chisolm

Tom Chisholm is a retired veteran of the Louisiana State Police - Hazardous Materials Unit and serves as an independent consulting partner with PetroSafe Technologies, Inc. While working for the Louisiana State Police, he served as the lead agent on numerous cases involving the illegal disposal of hazardous waste. During this period, he also served as a member of the Explosives Unit and performed IED and EOD functions while serving in that capacity. He also served on the SWAT team, in Detectives, and before retirement was the Evidence Custodian for the Southwestern part of the state.

Mr. Chisholm has been involved in the development of Louisiana’s new Explosives Codes and he has worked on a large number of cases involving the theft and illegal disposal of explosives in the state. Upon retirement from the State Police he was Program Manager for Louisiana State University’s Academy of Counter- Terrorist Education and assisted with the development of several courses for that program. He presently teaches LSU’s Law Enforcement Response to Weapons of Mass Destruction courses and New Mexico Tech’s Incident Response to Terrorist Bombings. (Back to Top)
